Eventually, they diagnosed the Disc Publisher as faulty / needing repair. They had me try a number of things and it was apparent the Disc Publisher was visible to Windows 7, even though PTPublisher didn't find it.

Even with the USB printer device and the Bravo's integrated optical drive captured by the VM, PTPublisher always says "no robot found." Our Mac users already have VirtualBox VMs for Windows-only apps, so I installed PTPublisher and the Bravo II drivers on one of the VMs. We have an older Bravo II Disc Publisher that sees little use and isn't supported (drivers won't work) on OS X beyond Snow Leopard.
